To get an answer faster, include:

• the organization or user the app is installed on,
• the repository and workflow file path,
• a link to the issue schedule-watch opened, if there is one.

Before writing, check that Issues are turned on in the repository. If the repository has .github/schedule-watch.yml, check it against the settings rules: a single mistake makes the whole file ignored. If a workflow is not being watched at all, the limits say why it might not be.
